https://salsa.debian.org/debian/wireshark/-/commit/d3c942593b8cb061e09b1bd9d0cb3c689105f17c fixes an issue in which some headers where not being packaged, but that's not in the Ubuntu 21.10 package. Specifically, the lack of ws_version.h makes it impossible to build any third-party plug-in (e.g. dissector) since the plug-in needs to match the Wireshark version (because of a lack of a stable plug-in ABI, I guess).
