I can reproduce this issue as well
Have updated the system to the currently available state (apt-get update, apt-get dist-upgrade)
The svn command-line client does not seem to try to connect with the svn-server (no tcp syn can be found in tcpcump)

In early december 2021, I could still checkout a package

using jammy-live-server-amd64.iso from Dec 3rd as guest on VMWare workstation

Ubuntu 21.10 and 22.04 have exactly the same reported version of svn (1.14.1) and the plugin that handles https, ra_serf (version 1.3.9). However, 21.04 reports it was compiled on Feb 18 2021, while 22.04 reports it was compiled on Dec 3 2021.

On both my 22.04 VM and my 22.04 wsl running under Windows, the command "svn list <insert https repo here>" times out. But it used to work on my 21.10 VM and still works on my 21.10 NUC.

Using wireshark, I do see TCP packets being exchanged regularly between the Ubuntu 22.04 machine and the server machine.

The problem seems to be in libserf. If I install the 21.10 version of libserf with dpkg from http://archive.ubuntu.com/ubuntu/pool/universe/s/serf/libserf-1-1_1.3.9-10_amd64.deb, subversion starts working again.

I can confirm that after installing the 21.10 version of libserf (and the necessary depencency libssl1.1), svn will work again...
