Bug Description
Ubuntu 20.04 (Focal) - OpenStack Ussuri

Synced images are missing property os_type=linux
That way VMs created with synced images have ephemeral formatted as vfat instead of ext4.
Workaround is to set that property manually:
openstack image set --property os_type=linux <image>
