"Delete packages" page says "Read the page help"

Bug Description
If your PPA contains any packages, the "Delete packages" page contains a warning message: "Read the page help to understand how removals work."
This is frustrating indirection. Read the page help? What page help, where? Why are you telling me to read the page help to understand how removals work, instead of just telling me how removals work?
If the explanation of how removals work is too long to be included as ordinary text, it should be a popup help section with an obvious label.

apart from that, the page help is very convoluted, and even experienced PPA users would have difficulty understanding it. Please rephrase it in more user-friendly terms.
