Poor battery performance on standby

Bug Description
I've been noticing very poor standby performance on 5.13 with my Laptop Surface Go. The battery itself didn't even show power settings unless updated to kernel 5.13, and when putting it to sleep at 100% it will have inconsistent power drain. Sometimes it is 10% over a night, sometimes more like 20%. Today it was at 60% when I first resumed. Checking TLP-STAT that was only running for a minute or so, so I am pretty sure the system was in sleep mode.
