Ubuntu install program forgets selected keyboard layout

Bug Description

The Ubuntu install program is broken since 18.04 LTS. When selecting the keyboard layout and testing it, everything works ok, but once the installation commences and one can enter user name and password, always the english keyboard is active again automatically. This is annoying if someone enters a password with special characters and upon logging in after install, the password won't work.

Steps to reproduce:

- download Jammy live USB jammy-desktop-amd64.iso
- create a new Virtual Machine for Ubuntu or install on a normal PC
- once the option screen appears: "Try Ubuntu" or "Install Ubuntu" select "Install Ubuntu"
- in the keyboard selection screen choose "Germany" and "German" layout; typing in the console window shows correct layout is installed
- progress through the installer until you arrive at the user name/password entry page
- type in any of the line edits --> english keyboard is active again

I read this bug in the way that it happens on amd64 and not on IBM Z systems / s390x (mainframe), hence removing the ubuntu-z-systems (Ubuntu on mainframe) project again.
(On s390x the server distro is needed, hence subiquity is the installer instead of ubiquity.)
