ubuntu_performance_power failed to build on Jammy / Noble

This is not a regression.

Issue found on Impish 5.13.0-28.31

Test build failed with:

We are using V0.09.56 of stress-ng on this. Maybe we should try a newer version on Impish?

Test shows stress-ng V0.14.04 is the minimum required version on Noble.

V0.18.00 works fine too, I will use that as it's newer.
