taskflow unit tests are failing with a timeout

Bug Description

A recent update to fasteners 0.16.3 breaks the taskflow CI, it creates a deadlock in the tests:

For instance, taskflow.tests.unit.test_engines.ParallelEngineWithThreadsTest.test_parallel_flow_with_priority doesn't finish.

Switching back to fasteners 0.14.1 or reverting https://github.com/harlowja/fasteners/commit/75cf59a7246383d44f617215fbdf818d2e88a399 fixes the issue.

I'm working on reproducing this issue in a small snippet to report it to the fastener bug tracker.
