systemd-shutdown hangs on "Failed to finalize DM devices, ignoring"

Bug Description

I'm using KDE neon, ubuntu 20.04.

This started happening after I upgraded to the 245.4-4ubuntu3.15 version.

After reaching targer power-off, it hangs on:

systemd-shutdown[1]: Failed to finalize DM devices, ignoring

And it doesn't shut down, I have to force it by long-pressing the power button.

EDIT: This happens if / is in a luks partition, regardless of the luks version.

After reinstalling my system today, I can confirm that the older "245.4-4ubuntu3.13" systemd version does not have this issue.

Sorry this was not looked at sooner. Is this still using the latest systemd on your re-installed system?
