After the kernel release 5.13.0-27-generic was installed today, the startup and shutdown processes finish with white noise screens.

The bug affected me too. First reboot after updating the kernel. HP Pavilion 15(AMD Ryzen 5 4600H + nvidia 1650ti), after a restart the output from Nvidia is replaced by noise: https://www.youtube.com/watch?v=GAbUaWYDVEQ
Under it the system works, I can blindly log, run a terminal and, for example, reboot the machine.
I can switch between amd and nvidia GPUs with prime-select nvidia/intel ("intel" seems to mean "integrated" there), the AMD GPU works well.
If I can be helpful and provide more information, please tell me how.

Please also note that while this bug is mostly cosmetic (?), the probably-related bug https://bugs.launchpad.net/ubuntu/+source/linux-hwe-5.13/+bug/1958591 is more critical and renders the display and therefore often the computer unusable.

I agree this bug is not well described. It could do with better wording. But keeping bug 1958591 open separately is probably not helpful.

In my case the problem is severe. I can see login screen, but when I log in I see a white noise screen. It renders my computer unusable. That is unless I use older kernel.

There is how to do it: When your computer boots press escape (UEFI boot) or shift (BIOS boot). You may have to try several times to press it in right time. A menu should appear. Choose option 'Advanced options for Ubuntu'. Then choose 'Ubuntu, with Linux 5.11.0-46-generic'.

Me too (like Mariusz), I can boot with "Ubuntu, with Linux 5.11.0-46-generic" but not correctly with 5.13.0.27.

But - normaly, I work with a second screen, connected over HDMI. In this case, ubuntu 5.13.0.27 starts with a white noise screen on the machines screen, but normaly on the second screen. I can't explain this, but its always the same.

My last question is, how it is going on? Is there a kernel-update? Is it possible, to update an base of 5.11.0-46?

Bug 1958591 seems to be more active and they are resisting being marked as a duplicate of this. So I'll take the unusual step of making this a duplicate of that newer bug.
