[Feature Request] An option to create tracker for on-line update tests

The status tracker always asks for buildstamp when creating an entry manually or looks for mail.content on oem-share when creating an entry by auto-summary, but there won't be an image released for on-line update testing so we need to figure out an option to keep track of on-line update testing.

Note: At the moment I can still manually create an entry by specifying the GM image in buildstamp field, I'm not sure if this is good enough or we should figure out a better way to do this.

Several things from the top of my head:

1. When you test an online update, you still need to have a base image installed. In that case, you can specify this base image.
2. We can update the "New status" page in TST to render the buildstamp optional...
3. ... but if the result is coming from Autosummary, we would also need changes in Autosummary to allow for a lack of buildstamp.
