Bug Description

Hi,

We have monitored 1 minute traffic lost for instances when upgrading. We have "neutron_enable_rolling_upgrade: yes" in globals.yml

Is this behaviour normal?

Does it matter to decreasing the "fork" value in ansible.cfg?

**Environment**:
 OpenStack Victoria Cluster installed via kolla-ansible to Ubuntu 20.04.2 LTS Hosts. (Kernel:5.4.0-80-generic)
 Docker version: 20.10.7
 Kolla-Ansible version: Victoria (kolla-ansible==11.1.0) and Wallaby (kolla-ansible==12.3.0)
 Docker image Install type: Source
 Docker image distribution: DockerHub Images
