An usb-3.2-device is ignored entirely until another usb-3.0 device is connected.

It is not reliable. Sometimes devices are ignored, sometimes they are detected an action taken.

I do not know if it is exactly the same situation here, but after a recent upgrade (early January) I noticed that my external Realtex USB 3.0 hub only gets recognised as VIA Labs USB 2.0 hub and usually does not work at all then.
