User profile picture color not selected until you unlock and click on the letter.

Bug Description

There is no color on a picture-less user profile picture unless you go to Users, click unlock, click the icon, and select the default with the first character of your username. If the color is unintentional altogether, this is still a bug, just in reverse.

I can't seem to reproduce any such bug in jammy. Please attach a screenshot or a video (Shift+Ctrl+Alt+R) to show what you mean.

Steps to reproduce

1. Install Ubuntu
2. Notice blank colorless human outline on first login profile and privilege elevation GUI textboxes.
3. Go to settings.
4. Click Users.
5. Click icon next to username but don't click on any profile picture or even the letter with color itself.
6. Go back to login through lock or other method. Also look at the icon in privilege elevation popup. It is now colored with the first letter of your username.
