Bug Description

num_vms_provider_net value current is only use to create the provider network and instances in a loop. In each iteration, 1 network is created and an instance is created in that network.
num_vms_provider_net is supposed to enable creating multiple vms in same provider network.

    Fixing num_vms_provider_net usage

    num_vms_provider_net should allow configuring more instances/vms in each provider network.
    M times & N num_vms_provider_net will now result in N provider networks with each M vms.
