"I don't know" default produces too many package-less bug reports

Bug Description
According to Brian Murray, Ubuntu receives too many bug reports with no package specified. He suggests that this could be fixed by checking the radio button next to the package field by default, instead of the radio button next to "I don't know". This way a reporter would have to either enter a package name, or actively choose "I don't know".
It may be wise to compile statistics on what proportion of bug reports start out without a package specified, before and after this change, so the improvement can be measured against the extra annoyance.
