Hi,
When deploying juju using the config for resource group name (--config resource-
This results in a broken controller and dysfunctional cloud.
[Workaround]
Deploy models into seperate resource groups,

The Azure provider requires that each model belong to a separate resource group. In the case where a user specified RG is not used, Juju creates one based on the model UUID.
We should add a check to ensure the user cannot incorrectly try and assign the same resource group to 2 models.
