Bug Description

When
keystone_undercloud_collectd_plugin: true
keystone_overcloud_collectd_plugin: true
are set in ansible/install/group_vars/all.yml, the following error appears in /var/log/collectd.log on the collectd-undercloud container.
"dbi plugin: cdbi_connect_database (keystone): dbi_conn_connect failed: 1045: Access denied for user 'root'@'undercloud.localdomain' (using password: NO) (status 1045)"

    Fix keystone_undercloud_collectd_plugin for OSP 16

    The keystone_undercloud_collectd_plugin was not working on
    OSP 16 due to no password provided to connect to the database.
    This patch fixes the issue.
