Backport the privacy screen changeset from 5.17

Bug Description

The feature is a request from oem and desktop, we would need the new privacy-screen changes that landed upstream for 5.17 to be backported to the Ubuntu kernel the LTS will include

The corresponding changeset is
https://patchwork.freedesktop.org/patch/457641/

Corresponding drm/i915 changes just landed yesterday on drm-intel-next yesterday and should flow back to linux-next today

Corresponding userland changes will be part of the new GNOME this cycle

It's also worth noting that we will need tweaks to the initrd generation as reported on https://bugs.launchpad.net/bugs/1954320

There is no log needed there, it's a request from another Canonical team to backport changes

After discussion we are dropping that request to minimize work. In practice only few configurations have the corresponding hardware at the moment and the LTS will use 5.17 for oem kernel which will also be available to normal Ubuntu was part of the hwe updates, that should be enough
