Dynamic range not being created when enabling DHCP relay for a VLAN

Bug Description
Go to a VLAN that has a subnet, but not DHCP enabled, e.g.
http://
Click "Enable DHCP"
Choose "Relay to another VLAN" and select a VLAN to relay to.
Leave the "Reserved dynamic range" using the defaults.
Now, if you click on "Relay DHCP", you'll see that the dynamic range was never created. You have to create it manually, to get things working.
This is with MAAS 3.1.0
