Inaccurate modal heading when adding a block to a page

Bug Description
Click the plus icon (instead of clicking and dragging it) to add a new block to a page, which opens the modal. The heading of the modal says 'Drag to add new block'.
This doesn't make sense because at that point we have opted for the non-dragging option by clicking the add sign and triggering the modal.
Screenshot attached. Suggest to change the modal heading to 'Add new block'
