Alt/Win in type-c keyboard not responding after upgrade to ubuntu 21.x

Bug Description
Alt/Win key not working. So I went to keyboard setting, the keyboard 'Set shotcut' windows
not recognize keyboard too. this keyboard is type-c connected keyboard.
The builtin keyboard of my laptop works. But I never use this keyboard.
Upgrade ubuntu version is really not what I want. Please allow user to disable upgrade in the future. The upgrade and coming bugs really destroy my life.
