When hitting F3 in new staff pac focus does not go to Query field

Bug Description
When navigating to the new staff search interface through the Search or Cataloging drop down menu, the cursor is focused in the search Query field.
When hitting F3 to get to the catalog search, the cursor is not focused in the search Query field.

I'm confirming the bug, but what we are seeing in CW MARS is a /little/ different.
I find that if I am outside of the staff catalog, (like the Evergreen homepage), and hit F3, the cursor focuses in the query field as it should. BUT if I'm in the staff catalog, (say I've performed a search and now want want to start over), and click F3, then the catalog resets, and the cursor isn't focused in the query field.
