Bug Description
In the normal effect selector with single effects, each effect has a manifest with a brief decsription which is shown as tooltip.
The tooltip for the QuickEffect popup has no meaningfull information (even if it's just a single effect where the briefdescription is available).

I think it would help to show the effects in the preset as the tooltip.
