Don't export patches if only the changelog changed

Bug Description

If the only change to Debian is the changelog, the debdiff shouldn't be exported.

For an example. see:
http://patches.ubuntu.com/g/gbrainy/gbrainy_0.53-0ubuntu1.patch

Which is detected by Debian's PTS:
http://packages.qa.debian.org/g/gbrainy.html

This is related to bug #188955 (actually, fixing this would probably also fix #188955).

I don't see any bug. If the only change to Debian is the changelog, the change shouldn't exist. Or it's a rebuild and it's version -XbuildY and then that's bug #188955.
