The "whoami endpoint" should return information about the account restrictions

Currently we can express several restrictions to attenuate the credentials obtained in the new login system.

These restrictions should also be expressed when asking Charmhub "who am I", in the response to this endpoint:

  https://api.staging.charmhub.io/docs/default.html#whoami
