No bluetooth on Bullseye Rpi Zero 2W

Bug Description

Pi Zero 2W, install clean May Buster, bluetooth is fine, then apt-get dist-upgrade to bullseye. Bluetooth stops working in the following manner,

Linux raspberrypi 5.10.63-v7+ #1459 SMP Wed Oct 6 16:41:10 BST 2021 armv7l GNU/Linux

root@raspberrypi:~# hciconfig hci0 up
Can't init device hci0: Invalid request code (56)

root@raspberrypi:~# bluetoothctl
Agent registered
[bluetooth]# scan on
No default controller available

root@raspberrypi:~# hciconfig hci0
hci0: Type: Primary Bus: UART

I'm stumped, but here to help in any way (linux systems software engineer, just not a bluetooth person)

Additionally, The problem is not observed on a Pi3 nor Pi4.

..and with the release of Bullseye being official, the problem is fixed.
