Bootstrap with Juju 2.8.11 breaks on LXD 4.0.8

The newly released LXD 4.0.8 changes the textual error in case that an object was not found from "not found" to "Not Found". This was fixed in Juju 2.9 (see https://github.com/juju/juju/commit/01a42afa01e5b2f596370518903bdad2391eebfb) but never backported to 2.8. This breaks bootstrapping a controller on LXD.

Can we get the patch backported to 2.8.x too?
