libgl1-mesa-dri depends on libllvm12 from universe

Bug Description

It's not possible to install libgl1-mesa-dri from hirsute-updates (SRU bug 1932311) on a system that does not have universe enabled because it depends on libllvm12 from universe. This was not the case with the version of libgl1-mesa-dri in the release pocket because it depended upon libllvm11.

Given that llvm12 is in main for Focal and Impish maybe it should be for Hirsute too?
