charm icons not rendered unless charm is published to latest/stable

Hey! :)

It seems like when publishing new charms, the icon is not correctly rendered on Charmhub unless the charm is released to `latest/stable`.

This can be seen here: https://charmhub.io/jnsgruk-kubernetes-dashboard where the charm is only released in edge and candidate.

I have confirmed that the uploaded charm indeed contains a 100x100 SVG named `icon.svg`.

There is a apparently a workaround which involves publishing to stable, then closing the stable track - which results in the icon still being used.
