Bug Description
When Evergreen is configured to send hold-recall notices, we've uncovered a bug where the hold targeter will create a new action trigger event to notify the patron with the item. Each time the hold targeter runs, a new event is created.

In case we don't get around to making a branch, the current thinking is to update the duration column by subtracting the threshold, on or about line 1355 of Open-ILS/ src/perlmods/ lib/OpenILS/ Utils/HoldTarge ter.pm . The effect would be to remove the circ in hand from the list of those that could be found for recall shortening at a future targeting attempt.
