openstack-dashboard overlay doesn't detect the presence of Vault

openstack-dashboard is not related to vault when running the command below, in this configuration the presence of OVN will pull in Vault and the presence of Vault will make Keystone and other services to get related to vault, due to this missing relation Horizon won't be able to talk to keystone due to SSL failures since the CA cert is missing in the openstack-dashboard units.

Test case:

./generate-bundle.sh --series focal --release wallaby --openstack-dashboard --octavia --ovn --name focal-wallaby --run

Expected:

openstack-dashboard is related to vault.

Workaround:

juju add-relation vault openstack-dashboard
