LIBVA_DRIVERS_PATH in the desktop extensions points to a place that doesn't contain VA-API drivers

Bug Description

In extensions/desktop/common/desktop-exports, there is this line:

    export LIBVA_DRIVERS_PATH="$SNAP_DESKTOP_RUNTIME/usr/lib/$ARCH/dri"

However, none of the existing platform snaps I checked (gnome-3-28-1804, gnome-3-34-1804, gnome-3-38-2004, kde-frameworks-5-qt-5-14-core18, kde-frameworks-5-qt-5-15-3-core20) ships VA-API drivers (*_drv_video.so) in that path.

As a consequence, snaps that depend on these platform snaps cannot load VA-API drivers, not even if they ship them in a different place, because the value of LIBVA_DRIVERS_PATH is overridden unconditionally.
