Upgrading from 18.04 to 20.04 yielded this failure.

Note this is within a container in the first place, and LXD isn't in use inside.

Was that a privileged LXD container (security.privileged=true)?
If so, I believe that's a known (and still unfixed) issue with snapd inside such containers.
