checkrdepends should not do per binary arch checks by default

checkrdepends is very slow. Checking each package per binary arch by default makes it unusably slow. Please make the current way it works an option and just check one arch (probably the one the package is installed in, but maybe i386) by default.

checkrdepends was just a candidate for this task that should never have been uploaded, the reverse-build-depends command (also in ubuntu-dev-tools) does the same job in a faster way.
