ZFS related tests are failing with F-oem-5.14

Tests like:
 * ubuntu_zfs_fstest
 * ubuntu_zfs_smoke_test
 * ubuntu_zfs_stress
 * ubuntu_zfs_xfs_generic

Are failing with:
modprobe: FATAL: Module zfs not found in directory /lib/modules/5.14.0-1004-oem

The problem seems to be

do_zfs = false

in https://git.launchpad.net/~canonical-kernel/ubuntu/+source/linux-oem/+git/focal/tree/debian.oem/rules.d/amd64.mk?h=oem-5.14-next

On the other hand, there must be some reason why it was set to false.

zfs-linux didn't support 5.14 but does now, next version of oem-5.14 will flip it on
