Bug Description

Looks like nova/db/api is missing an __init__.py, which breaks *at least* my Debian packaging.

this regression was intoduced by https://github.com/openstack/nova/commit/bf8b5fc7d05e0a66031a03e50e8f6bb76a921046 which added python modules to nova/db/api which previously only contained migration scripts.
