Filters don't always use parameters as displayed in dialog.

Bug Description

This bug(s) may be related to 193339 or 184671.

Checked with latest SVN on Linux.

Problem 1:

When the Turbulence filter is first applied to an object nothing is shown. Once the Octaves parameter is changed the filter is displayed. Looking at the XML Editor, numOctaves is not defined until the parameter is changed. The default Octaves parameter according to the SVG def should be one as is shown by the dialog.

Problem 2:

Now change the Base frequency to something reasonable like 0.05. Draw another object. Create a second filter with Turbulence and apply it to the new object. The Filter Effects dialog will show a Base Frequency of 0.05 but the new filter is displayed as if the Base Frequency is zero. The XML Editor dialog shows that the new filter doesn't have a Base Frequency parameter.

The current inkscape version is 0.46. Could you please retry with this version, and tell us if this bug still happens ?
