18.04.6 arm64 20210915 image contains mismatched udebs for HWE kernel

Bug Description

Trying to do an install with HWE kernel fails with:

   │ kernel version available in the archive. │

This appears to be because the ISO has the udebs for 5.4.0-42, but the install time kernel is 5.4.0-84.

Note: it also has a series of module udebs for the 5.3.0-64 kernel, which would seem to just be taking up space.

I can confirm that the contents of the package pool are incorrect, for amd64 as well as arm64. I notice that the local ftp mirror on cdimage-master is newer than the last ISO builds, so I'm going to try a respin to see if it fixes things - although it's unclear to me why anything would be picking up 5.4.0-42, the LAST version that debian-installer was updated to use, instead of the one pinned by the current version of debian-installer.

Not straightforward to tell by looking at launchpad whether this was a case of the local mirror having been out of date. Both linux-meta-hwe-5.4 (which provides linux-image-generic-hwe-18.04, which is what the debian-cd build keys on) and debian-installer were published to bionic-updates on 2021-09-13, but I can't see which was published first. I can see that at the time it was built, debian-installer was pulling 5.4.0-84 from -proposed, not from -updates.

Waiting to see results from the respin.

ok this is because there's an update to seeds required, matching the debian-installer update. Sorting now.
