centos9 tcib containers have tzdata package improperly installed

Bug Description
# podman run --rm --net=host -u root trunk.registry.
missing /usr/share/zoneinfo
missing /usr/share/

It looks like directory /usr/share/zoneinfo got deleted during the building of container images.
This seems to happen on all the containers.
