Mouse scroll setting missing in Ubuntu

Bug Description

Normally, system settings GUI should have a setting, which is not available in Ubuntu 20.04 LTS. It is the option to set the number of lines to scroll on using the mouse wheel.

refers to key repeat settings being hard to find but they are
there under Accessibility | Typing | Repeat Keys

Mouse speed settings are also there with additional options in
the Tweaks application under 'Keyboard & Mouse'

Any requests for options not included should probably be reported
directly to the writers of the software, i.e. the GNOME developers.

Yes the key repeat settings exist, but in a poorly-designed location where people might not find them:

Settings > Universal Access > Typing > Repeat Keys

And the mouse speed is:

Settings > Mouse & Touchpad > Mouse > Mouse Speed

So that only leaves the the scrolling speed unconfigurable.
