[network-admin] doesn't use ifup

Bug Description
On Debian systems, network setup should all be handled via ifup/ifdown. Because
wpa_supplicant handles wlan drivers, SSID and authentication, I can use
/etc/network/
kill it using post-down), and let ifup handle DHCP and network assignment as per
an ethernet interface.
Because network-admin attempts to control a wlan interface itself, this
configuration will not work for activation and users are forced to run "sudo
ifup <interface>" at the command line. Interestingly, network-admin can
deactivate this configuration correctly.
network-admin should load drivers (if needed) and execute ifup.

I agree. Network-admin UI is pain to use because of that.
