Bug Description

This may be related to 1899966 and possibly 1899272 - I can't really tell.

I had a similar problem when I tried to update from 20.04 to 20.10. I gave up on that, because I had hoped that I would not have any problems when an update to a newer version exists, but obviously the problem isn't gone.
