heat-cfntools missing python files from Focal onwards

Bug Description

Trying to use heat cfn-tools fails on Focal and newer due to the missing Python files required.

# cfn-init
Traceback (most recent call last):
  File "/usr/bin/cfn-init", line 22, in <module>
    from heat_cfntools.cfntools import cfn_helper
ModuleNotFoundError: No module named 'heat_cfntools'

Comparing the Bionic and Focal package file list shows that the Focal package is simply missing all of the Python files.
