Booking: Stop reserves on closed dates

Bug Description
Currently on Evergreen 3.5 there is not a way to prevent a booking when the library is closed. For library systems that are using booking for meeting room reservations, it would be helpful if Evergreen would look at the closed date editor and library hours. You could have closed dates highlighted on the calendar as shown in the attached example.
In addition, if a staff member tried to book on a date or time the library is closed, they would receive and error message similar to when they try to book a time that has already passed or is too close to the start time.

This is still an ongoing issue in 3.7.2. I also recommend the suggested fix from knesbit.
