Bug Description

Failing sub-tests:
 * lxc-test-apparmor-mount
 * lxc-test-autostart
 * lxc-test-no-new-privs (Bionic and newer)
 * lxc-test-unpriv
 * lxc-test-usernic (Xenial and older)
 * api_test.py

In bug 1916087, this issue on older releases (X/T variants) is because the GPG server must be changed by the test script. The old GPG server is not working anymore.

With newer release (>= Bionic), we're running tests from the lxc source package, and this changes has been made into the test script in lxc since Xenial so we should not see this issue anymore.

However we are still seeing this on newer releases, mostly on certain lab / cloud instead of our bare-metal maas, so I think it's related to network or firewall setting:

Please track this issue here, with specifying the cloud / kernel / instance name with this issue.
