Snap store process runs in the background, even if never launched

Bug Description
I've never used the GUI app to install any snap. Only the command line.
But I found `snap-store` running and, due to #1879137 [1], consuming a lot of RAM.
Snap store should not run if the user doesn't need its services.
The solution for me was to `snap remove snap-store`, because its current behaviour is unacceptable.
