mJPEG missing from montage-6.0+dfsg-6build3

The tool mJPEG (converts FITS to jpeg) should be included in the package montage-6.0+dfsg-6build3 but it is not. Looking at the project here http://montage.ipac.caltech.edu/docs/how.html it is definitely there and looking at the bionic equivalent package it was there.

When looking into the upstream Makefile

there is mJPEG not listed. Specifically, it was removed here (in 2018):

--> that is an upstream decision; please discuss it there.
