popcon does not submit on focal because it tries to use https

Bug Description

SUBMITURLS in focal has an https:// URL, which currently does not work.

The fix (until this will become implemented in a newer popcon version) is to use:

$ tail -1 /etc/popularity-contest.conf
SUBMITURLS=http://popcon.ubuntu.com/popcon-submit.cgi

Thank you for taking the time to report this bug and helping to make Ubuntu better.

Popcon has been broken since 18.04 and is no longer used (no longer included in seeds).

Hmm, it’s still installed in the WSL installation, and it’s very useful from a Debian maintainer’s PoV as I can see how many people use my Debian packages in its derivatives that way… so maybe better fix it? ☻
