Bug Description

when backend is not support consistency group, creating a generic group is successful.And this generic group's status is available. This generic group's group type has a group specs. this group specs is 'consistent_group_snapshot_enabled' = '<is> True'. This generic group is equivalent to consistency group, so this generic group should not be created successfully.this generic group's status should be error

The side effect of this is https://bugs.launchpad.net/cinder/+bug/1938256 . Please answer the question I left in the other bug report in order to debug this a bit more.

Cinder version: Rocky
Backends: G2 and rbd

Since Rocky is EOL moving to low, because It would be nice to check this in master.
